London, July 16. Tho "Daily Chroniclo" reports that the Government has decided, for naval' reasons alono, to abandon tho Rosyth dockyard Bchomo, naval oxperts having finally and decisvcly negatived it. ■ Roferring to tho thinly-disguised attacks mado on tho Chancellor of the Exchequer (Mr. Lloyd-Gcorge), and tho President of tho Board of Trade (Mr. Churchill) by the military correspondent of "Tho Times/' tho' special correspondent of tho "Daily Chronicle" explains that the Government has appointed a committee to bring tho military' expenditure nearer to the figure it stood at before tho Boer War. He emphasises tho contention that thoro is much waste in tho establishment charges throughout the Army, and remarks that there is no moro loyal and peaceful part of tho Empire than South Africa, yet it is garrisoned as if it were another Ireland, Ho advocates tho withdrawal of tho Army from South Africa, which would effect a saving of £350,000 per annum.
