THE LEGATION INCIDENT. (bt teeegbaph—rnfess ASSOClATlON—copxbight.) (Rec. July 10, 11.30 p.m.) London,' July 10. In the Hons© of Commons the Secretary for Foreign Affairs, Sir E. Groy, said that iie did not propose to accept any responsibility for the internal affairs of Persia. An apology had been domanded for disrespect to tho British Legation (which was recently surrounded by Cossacks), and he understood that it would be forthcoming.
