ANGLICAN SYNOD.
YESTERDAY'S PROCEEDINGS. BOUNDARY REPORTS. The Diocesan Synod resumed yesterday, the Ven. Archdeacon Fancourt presiding over a large attendance. Tho committeo appointed to consider the advisability of rearranging the boundaries-of the parochial districts of Palmereton Norths Levin and Shannon, and Otaki, reported that in view of the Finance Committee having expressed itself satisfied with the from the Paraparaumu district, any further division of the existing districts was not advisable at the present time. Consideration of the report was adjourned* The report of the committee set up to consider the report of the commission on the boundaries of the North Island dioceses was as follows That the slight alterations between the dioceses of Auckland and Wellington be agreed to. That the Synod should respectfully submit that it cannot agreo to the Bishop's suggestion that a portion of this diocese be handed over, to the proposed new diocese if it be formed. That the . Auckland Synod bo asked if there is any money in hand towards an endowment of the proposed See, and if any scheme has been suggested for providing the necessary endowment. That it considers the whole matter should bo held over for a few years to see what effect the North Island Main Trunk Railway will have on the distribution of population." v Consideration was deferred. PAROCHIAL NOMINATIONS. The Rev. A. M. Johnson (St. Mark's, Weilington) moved the second reading of a Bill to amend Act 111. by the addition of the following clauso:—"All expenses directly incurred by diocesan or parochial nominators in making a nomination to a parish shall ba borne by the pa.rish to which nomination is made." The mover thought that this provision would t result in the diminution, rather than increaso of the number of meetings held, and consequent expense. His only object was that justice sh.ould be done to those who bore the burden of making nominations to the parishes. '
Tlia Rev. J, A. Jacob (Wanganui) seconded the motion. ■ Mr. G. Shirtcliffo did not think that the parishes would agree to. be taxed with any expenso incurred: in, making nominations pending an improvement of tho present method. Mr. Chatwin (St. Mark's)humorously suggested this amendment: "Provided that the Board of nominators secure an appointment within six months of it becoming vacant, and that, after the expiration of that period, the parish will not be called upon to pay any part of the cost." Mr. Chat-win thought that would bo only a fair provision. Tho Rev. C. C. Harper (Palmerston North) thought that the nominators were prepared to work voluntarily. Mr. C. P. Powles proposed that the matter bo withdrawn now, and steps taken next session to deal with the. Act as a whole, prior to the meeting of the General Synod. Mr. Johnson could not see. his way to withdraw the motion. The expenses refeired to were not great when borne by the parish, but they were a considerable item to nominators. The motion was negatived. INSURANCE OF CLERGY. Mr. R. Wilberfoss (St. Peter's, Wellington) moved: "That this Synod is of opinion that it is expedient that the clergy of this diocese should be insured against accidents, or death by accident, and requests the Standing Committee to make out a scheduled list of tho total risks of the wholo of tho clergy to bo covered, and to arrange with somo insurance company to issue one general policy covering the same, the annual premium of which would bo paid by the Standing Committee, conditionally, upon eaoh parish or parochial district guaranteeing to repay to the Standing Committee the amount of the premium payable upon the risk covering tho clergy of such parish or parochial district." . _ - The mover outlined an insurance schemo with graduated amounts for curates, vicars, and,, bishops, which occasioned some amusement. He would not advise that the scheme - in its permanent form should be put in hand at onco, because probably in a few years' time the\Church would be iu a position to mako better, financial 'terms. Mr. G. Shirtcliffe (Wellington) seconded . the motion. ' It should bo the duty of all parishes to protect their clergymen from the results of accidonts met with m their service. Captain Hewitt (Palmerston North) thought that this was 0110 of the best suggestions that had been mado before the Synod for a long time. . Tho Rov. C. C. Harper (Palmerston North) acknowledged the value of the scheme, but urged that the only distinction as to the insurance amounts for various clergymen should be as between married men and singlo. It was pointed out that the amount of insurance would. be proportionate to stiP °Mr. F. R. Russell (St. Mark's, Wellington) thought that the classification of clergymen might lead to all sorts of difficulties. Ho had heard it stated that in New Zealand there were legally no such persons as,a near or a rector. 1 Tho President: Nor a bishop. • . Mr. ■ Russell explained that in England a rcctor received a larger and a i vicar a smaller tithe, but in the colonies there", could be no such distinction. ; Mr. E. H. Dean (Raetihi) urged that the Synod should, confine itself for the present to affirming the principle of the motion. Some of the parishes might bo unwilling to incur the new responsibilities. Ho suggested that the motion should recommcnd, and. not request, the Standing Committee to mako out a list.' _ Tho Rov. A. E. Worsley (Levin) said that tho principle of thte motion was followed in English- narishes. , It was" agreed to alter the motion in accordance with Mr. Dean's suggestion. The motion was unanimously adopted. MARRIACE FEES. Tho Rev. C. C. Harper gave notice of motion—" That resolution No. 2, dealing with surplico fees, bo amended by altering the fee for a marriago solomnised after license from £1 to 10s." The Synod then adjourned till Monday at i p.m. ' .
