MORTALITY BATES.

Lyttclton (who was Secretary for tho Colonics in tho last Unionist Government) inquired whethor tho British Government proposed to take any action owing to tho percentago of deaths among tho nativo labourers on tho .Rand who woro drawn from Portuguese East Africa. Ho stated that' among theso natives tho death rate was 72 per thousand, while among the Chinese labourers on tho Hand it was only from 12 to 20 per thousand.
Lieut-Colonel Seely (Under-Secretary for tho Colonies) stated thai tho matter was causing tho Government great concern. . It was primarily a matter for the Transvaal Government, who were making strikingly successful efforts to reduce tho mortality; but the British Government would co-operate.
When in Opposition, somo of the Liberals applied the word "slavery" to the conditions on which the then Unionist Government sanctioned the indenturing of Chinese on the Band. The Unionist Colonial Secretary, who sanctioned the Chinese arrangement (Mr. Lyttelton) now seeks to compare tho conditions of the Chinamen with those of the blacks that have been recruited, since the Liberals took office. •... ,
