MELEROSE DRAINAGE.

A LOCAL BILL. 4 Tho City Council considered last evening' provisions for a proposed Act to confer additional powers on the Council, and to extend tho system of drainago to be provided in parts of tho late Borough of Molroso districts lately, included/or hereafter to be included, in tho city. The proposed measure stated that the Council shall have power (1) to tako under tho Public Works Act, 1905, or purchase, or otherwise acqu'irc, tho land required for widening, diverting, or altering the courso of, or extending a street, together with land of any depth on either or both of tho sides of such widened, diverted, or altered street,-or of such extension of street; (2) to extend any streets, but in so-extending any. street it shall not bo lawful for tho Counoil to make tho width of such extension less than 66ft., oxccpfc whoro special circumstances, exist; (3) to r'aise ; special loans within tho meaning of tho Local Bodies Loans Act, 1901, by way of special order under tho Municipal Corporations Act, 1900, and without taking tho stops described in Sections 7 to 13 of tho Local Bodies Loails Act, 1901, for the purpose of meeting the purchase money and. expenditure in relation to the taking of any lands as aforesaid,, or for recouping any moneys expended by tho Counoil in respect thereof; (4) to sell or loaso any of the Burplus lands loft, after effecting such widoning, diverting, altering, or extension; (5) the foregoing powers shall extend to privato streots or privato ways, <f tho Council shall tako them over as public streets, which tho Council is hereby empowered to do. Tho portions of tho City of Wellington wliicli wore lately parts of the Boroughs of Onslow and ICarori, shall bo subject' to the special rate of ono penny in the £ made by the Wellington City Council on January 16, 1903, for tho purpose of providing interest, sinking fund, and other charges on a special loan of £100,000 authorised by a poll hold on October 16, 1907, of tho ratopayors of tho Melrose District. The land which is now included in tho Borough of Molroso shall also, if incorporated in the City, be subject to tho special rate.
