Berlin, Juno 22. Army manoeuvres directed by the Kaiser will be hold shortly in Alsaco and Lorraine for the first time. The defenco of fortified field positions beWeen Srvavlmi'g and Bensdorf will bo the chief problem of the manoeuvres. Homiakoff, President of tbo Duma, toplied that war would bo suicidal for Russia, therefore fears in connection with the rapprochement between Britain and Russia wero groundless. Tha "Nouo Froio Presse" of Vienna possesses a world-wide Teputation, _ espocially for its financial column; and oil this ground, and on its position as one of tho leading journals of the-country which is Gormony s ally and which is the connecting link of the triple Al : liance, probably no other, paper has a better claim to send out interrogatories on so important a subiect.
