Luke E. Wright, born in Tennessee in 1847, was in 1905-06 -Govornor of the Philippine Islands (whero Mr. Taft himself has done such ominent work), and in 1906-07 was American Ambassador to Japan. These administrative and diplomatic services give him no doubt strong claims to Ministerial rank. He is classified in books of reference as a Democrat, but he adhores to tho gold standard as against the silver campaign of tho original Bryanism; and in tho present stuto of American politics the inclusion of such a Democrat in a /Bopublican Cabinet may not bo as surprising as at first sisjht it would appear.
