Lord Milner, formerly High Commissioner of. South, Africa, delivered an address at the Royal Colonial Institute upon tho better organisation of the Empire. . . ~.s ■ The speaker remarked that,, besides closer union and co-operation with tho self-govern-ing colonics, another object to be sought was tho retention and development of, our dependent Empire,' especially - India;'which would probably , always ho tho greatest of our possessions. Wo should interest self-govern-ing States in- tho affairs of these dependencies of tho Empire. Lord Milner, instanced the attitude of tho colonies towards coloured races as one of the dangers due to colonial acquaintance with the ' dependent 'Empire being so limited. v , His Lordship added that soijie form of Im* perial Council, purely deliberative in tho first instance, was needed to correlate efforts made to solve problems of common interest.
