Mr. Winston Churchill, President of tho Board of Trade, replying.to a seamen's deputation, said ho intended to stop tho increase of Chincso seamen in United Kingdom ports. The Minister said ho had prepared -a cir. fular imposing a language test. If that was unsuccessful ho would look.to other methods. The Merchant Shipping Act, 190G, enacts that no foreign seaman shall be engaged unless he knows sufficient English to understand tho words of command.
