The Government's Prevention of Crimes Bill, extending tho'operation of the Borstal system of disciplinary treatment for young criminals, was road a second time in the Houso of Commons by 133 votes to 11. The Home : Secretary, Mr. Gladstone, stated that the Government would'provide'tho machinery . necessary for bringing every kind of good influence to bear on' prisoners to teach them trades, and to show what fools fchoy had been, and to equip them for a now start in life.. ■ '. x
