Lord Rosebery, in his speech as Chancellor of the University- of Glasgow, said that everything was being done to - politically swamp self-reliance, and to make it superfluous and ridiculous. Scotsmen had thriven by self-reliance. Their mptto was " Level up," but the creed of modern civilisation was " Level ■ down." The tendency was to lot the Government have a finger in overy pie, probing, propping, disturbing. The result was that the nation was being taken into custody by the State. He pleaded for tho maintenance of those sterling national qualitios which had meant so'much to Scotland in tho past.
