The Major stated that the amount proposed for tho new. general rate was an increase of l-10d. on the rato of last year. The Hospital and Charitable Aid;.rate, had been reduced practically in proportion, so that tlio total rates should be, within a thousand pounds or so, tho . same as-last'year. •. . Councillor Carmichacl suggested that tho rates and estimates should, bo considered at a special meeting, as councillors had just seen them for tho first time, ...
The Mayor askod_ for the opinion- of tho Council. It was advisablo to get out the rates as soon as possible. . . Merubors decided to go on with tho subject. Tlio Mayor said that tho estimated excess of receipts over 1 expenditure on the general account was 41744. It was proposed to do certain works at the Newtown Library by temporary advaiico from the general account. It was estimated that tho amount sot down for theso (44817) would be rccoupod to I,lie general fund in'three years' time out of-the library riito. It; had been intended to spend part of tjiis.'.suin out of : 'tho accumulations of the last three y oars/ but last year's accumular tion! was", devoted to street-widening purposes. Tho water , rato proposed was tho same <is last year's. In .this case thevestimated excess of receipts' was only 4498. It was possible that' they would be able to' savo portion of tho estimated .'expenditure of 411,000 for labour," material, and other works, 1 if they should'determine to use part of the r waterworks loan for a bridge 1 over the Ilutt. The: rate ■jur'lh'e hospital was reduced from 3d. to 2id. ! ' The other rates were the same. as' last: yuar, and would not vary till-a new valuation* in. He moved'that tho proposed rates: be' .-ulopted. . Councillor. Ballinger thought that the- expenditure of 4SOOO, which ■it was proposed to allow for tho.Firs Brigade, should be.increasedto at least -410,000. The committee had. expected to get 411,000. The Mayor -thought that if 411,000 was needed it would bo better'to raifee a small loan. Ho stated, that ho was not much in sympathy with tho project of a new station at Thorndon. • Ho considered that it. was better to havo a well-manned, well-equipped central station, with several motor engines. They were, ho supposed, -pledged,.to "the'policy of another station and they must'go on with it, but it was not desirable to burden tho income of 0110 year too far. .. . , Councillor' Luke, though! a member of the Fire Brigade Committee, admitted ■ that, iu view of othor special expenditure, tho brigade must stand down to sonio extent. • Councillor Ballinger stated that at tho recent' Post Office fire the brigade,-while doing splendid work, was handicapped by want of '^ rs oth ° r ; equipment. They could savo 41000 of tho 41i,000 'originally hoped for by doing without a new motor engine. ' The Mayor stated that another brigade need of 41500 tor land could probably be'met from accumulation or by loan, so that altogether their wants were reduced to 48500,' which was not far above the 48000 allowed for on tho estimates. After somo further discussion, the rates and estimates were approved.-
