The Intercolonial Conference at Capetown agreed to leavo tho Customs and railway arrangements practically unaltered, pending the conclusion of closer union. The present Customs Convention provides for preference to the Motherland, and to those British colonies which reciprocate. There has been a movomont towards higher protection, and On this point the High Commissioner (Lord Selborne) has advised caution. "The Times" Durban correspondent anticipated that' the Customs Conference ' would agree to "a moderate measure of protection designed to 1 assist permanent eoloiiial industries of- a promising character." In leaving the Customs' question to the projected South African Federation, the Conference'- creates a now argumont for tho federal movement.
