Lord Tweedmonth, President of the Council, is suffering from insomnia and nervous break-down,- and requires a prolonged rest. Lord Tweeduiouth was somewhat severely criticiscd over the Kaiser's letter incident, at which time ho was First lord of the Admiralty. Ho was recently roportcd as admitting, in a House of Lords debate, that Mr. Haldane's territorial army scheme is a " gamble."
