Tho Federation could not institute proceedings, as only a party to a dispute can do;this, but if the : Black ball Company . institute such proceedings the Federation is prepared to employ counsel and bear'the .expense. This offer has been mado to the company; and a reply was expected in-a day or two. , Oamaru, April 17. '.' Mr. T. I'ryor, tho secretary to the Employers' Association, telegraphed to the Hon. J. A. Millar on . Wednesday, protesting against the employment of some of the Blackball strikers oh Government works, to which Mr. Millar roplied that he had mado inquiries and found that the men omployed had been against tho strike, wero married men, and the agent had put them on unknown.to the department. Instructions had been issued that none of tho strikers, or of those . who -had . been' employed about the mine, were'to bo on Government works. Mr. Pryor thanked the Minister.
