Mr. Tawney,. chairman of the Naval Committee, declared that tlio United States is spending, in preparation for. a po3siblo war, more than any other nation in tho world. The House has evidently failed to be moved by Pr9-;ident Roosevelt's stirring appeal for the building of four battleships.' In Mb message to Congress President Roosevelt said: "If wo build only , two battleships a year, America must ' go backward in naval rank and relative power among the great natioiis.
