TJio incident at the American Consulate, Mukden, reference to which was , cabled on April 7,-originated in a quarrel between a Japanese postman and a Chinoso servant. According to the somewhat vague cablegram, dated April 7, four Japanese, apparently .out of privato revenge, entered the American Consulate at Mukden, attacked the 'native staff of the Consul-General, and had them arrested ami ' conveyed to the, Japanese Consul-General.
