President Roosevelt, in a special Message to Congress, cites tho view of Mr. Bonaparte (Attorney-General) that tho circulation of periodicals advocating murder, arson, and treason constitutes seditious libel, and is undoubtedly a crime at' common law; but, in tho absence of a Federal Statute, tho Fcdoral Courts have not jurisdiction. Postmasters will now b<\ instructed to exclude such publications from mails,-but, tho President adds, further legislation in Congress is required. Tho, Message says that, compared with the suppression of Anarchism, every other question sinks into insignificance. President Roosevelt has announced that he will equally put-down' both plutocracy and mob law. This is the first time l that he has placcd. the man with the bomb in the position of first importance. Anarchists, it will ba remembered, have lately threatened to blow up the plutocrats.
