Tho Labour Council, at i special meeting, decided to adviso the Unions (1) that they should ignore the Industrial Disputes Bill, (2) that no steps be taken to form a wages board, and (3) that they should rely on strikes as the only means of securing fair and reasonable conditions, which, in the Council's opinion, Parliament hus denied them. '
