A great amount of Native land' is already leased privately, and although-many of the transactions - are not yet. completed, negotiations have -been concluded; and leases : have been signed;- In a great number of instances deals' which were entered' into, two' or . three ■ years ago' are still. incomplete, owing to certain, technicalities, the, tardy procedure ■ Land iGourt, and the thousand and one > difficulties, which crop up in negotiating *ah i! e ' ; acltlitioii to- inaccurate surveys. All these -. tilings - tend to delay proceedings •The opinion ;is-generally held that if tho Commission was instructed to inquire into the matter: of.; proper;.titles/.and was-.given power to. facilitate proceedings, much good would result.;; The-Maoris, aro in-a sound enough position, as ttey are drawing their rents regularly, and their lands are being improved'by. people who have no legal tenure.'-' ■*' ■"
