■ Sir, —Respecting tho agitation about tho Dock site, 1 cannot understand tho difference of opinion oil. samo. . Is it to-help tho contractor, or to change the finance into other hands, or what is the cause? The harbour people know the prevailing winds aro. from north-west and south-east* and vessels that' have dragged from anchorago havo grounded at Oriental and towards Evans Bay, and by opposite winds between Kiawafra and Nga-. hauranga. Tho roughest water flows, into Evans Bay, and to a .less -extent towards Oriontal Bay. There havo been but few Vessels ever ashore on tho foreshoro of To Aro flat. The naval authorities at Homo aro intending to construct a dock on the coast of Scotland yith. an access of 850 ft. to same. Thus showing it would bo no bar to further rcclaiming if intended by our Harbour Board. —I am, etc., iSBSERYER. February io. .
