Van-, derreldo, Socialist, declares that Germany, suggested that Great Britain, Franco, and Germany should divido the Congo/ and that this led to tho Belgian Annexation Bill. King Leopold's,, exorbitant .demands: threatened to wreck it, but : the situation- was saved by France' declining tho German overtures/ in view of the Bolgian right of pre-omptioh, and of her friendly relations with Belgium.
