In reply to Mr. Fletcher, who did not. see any necessity for the resolution, the Chairman said . that. the course described was already customary.'
Mr., Fletcher opposed. the motion', on the ground- that- it was well for the Board to keep in touch with- the staff as closely as possible. The-'Chairman said the Board had' shown every, consideration for the staff, and during the two years of his Chairmanship there had been a constant upward tendency in regard to salaries and ' promotion.
The resolution was carried, Mr. Fletcher dissenting.
