Finlav, another racecourse attendant, corroborated this statomont. In his explanation Kingan said that ho merely shook tlio hurdle to ascertain if it was- strong. He stated to an int-on'iower that from what ho had obsorved and heard tho bookmakers appear to rccogniso tho law and the conditions of their licenses. Tho operations of tho bookmakers could not, ho said, amount to a, nuisance to any one. Tho loading racing clubs wero evincing a genuine dosiro to carry out tho spirit of tho law, -and whilo they did this it was imporativo that tho bookmakers should givo no cause for complaint.
