. _—: 0 NEED FOR ECONOMY AND REFORM. BT TEIJEGEAPU—PKESS ASSOCIATION—COFYBIGHT. (Rec. Dec. 11, 9.38 p.m.) ; St. Petersburg, December 11. The Russian Budget shows a deficit of nineteen and a half millions sterling. In a report .dated September 18, M. Koknrstov, '.Minister, of Kinnnre. anticipated a' deficit of .£15.500.000, which the above cablegram shows to be below /the mark. The Minister states that the present financial year began with a deficit of ,£81,000,000, of Which only was covered by the proceeds oi tne luiuign loan iioaled in ilic spring. There is no , possibility of raising _ another foreign loan at present, and the Minister sees no remedy but 'retrenchment in all departments, especially war. He will appeal to the. Tsar for economy-and reform.
