The. manifesto opens by 'declaring that in consequence of tho forced dissolution and tho unjustifiable oxerciso of the Royal prerogative, tho country is plunged into tho turmoil of a goneral election. It appeals to the electors at the general elections to resent this unwarrantable intrusion upon the rights enjoyed by tho British people for centuries. The manifesto asks that the party's hands be strengthened to resent this encroachment of tho Crown upon tho privileges of the Colonies, and to put an end to tho obstructive Upper Chamber, which is the last refuge of Conservatism.
