The tone of the New York Stock Exchange is hopeful, rather than confident, regarding the effects of President ,Roosovelt's appeal (cabled yesterday). London, November 19. There is great improvement on the Stock Exchange, owing to the action of the United States Government. A buoyant tono prevails. Consols are at £S2 55., an increase of ss. on last quotation.
