It is thought that Marquis Ito intends to nsk for an outlay of something over a million yen annually for a period of five years: ' ■Well-informed persons are confident that a reform of* the land system will increase tho Korean revenue; and with financial independence assured loans will bo floated with-a Japanese guarantee. •it is 'believed' that Marquis Ito will not bo opposed at tho noxt Council and that tho noxt Diet will pass his proposals.
