Sib,—lt is fortunate that I was prevented, (by illness) from delivering my intended lecture on the “Special Settlement Regulations,” as I see by 'the last Gazette that they have been altered and amended in many ways of material importance to the scheme. lam now preparing a paper to read on the whole subject.
