. 4> THURSDAY, JULY 5. In the Legislative Council — The Conspiracy Law Amendment Bill, Poisons importation and Carriage Bill and The Arms Act Repeal Bill were read a second time. In the House of Representatives — Replying to questions Ministers said the Alcoholic Liquors Sale Control Act Amendment Bill wo aid be brought down as soon as possible, and the Government would do their best to pass the bill through the House. — The .Government intended to re-arm the volunteer force with Martini rifles. Mr "W. Hutchison moved — " That the totalisator be abolished as an instrument of gambling and source of public revenue, and that the Government be requested to bring in a bill to give immediate effect to this resolution." — Debate interrupted by the 5,30 adjournment,
Sir E. Stout moved the second reading of he Gaming Bill to. amend the la\v concerning ;aming. After detailing the provisions of the >ill he said he should not object to doing away vith the totalisator altogether, hut lie thought hat would rather increase the number of jookmakers. He asked by his bill to limit ihe totalisator to 50 licenses in a year, and to imit the number of days on which it should 3e used to 75. 'He asked the House to accept ;he bill in the meantime, which he thought ■vould effect great deal of good. —After a debate ;he motion was agreed to. The Hon. Mr Seddon moved the second reading of the Distress for Rent Abolition Bill. —Motion carried. The Hon. Mr Seddon moved the second reading of the Factories Bill. He explained that the bill was a consolidating measure, and it would prevent sweating, which he thought it was necessaryv. to, prevent by legislation. — Agreed to. The Hon, Mr Seddon moved pro forma the second reading of the Public Works Bill, which he said was a cdnsolidating measure. — Agreed to.
