A report by the secretariat of the General Agreement on Tariffs and Trade said that even though the United States has low tariffs and trade barriers in most sectors, large trade and current account deficits had increased pressure for more restrictions against imports. The report highlighted concerns over an apparent United States trend towards bypassing internationally agreed GATT procedures and resorting to unilateral and bilateral measures to promote its trade interests. The report formed part of the first evaluation of United States policy done under a new trade policy review mechanism agreed on by Ministers in Montreal last December.
