Limit for man with 9 dogs?

A limit may be placed on the number of dogs an American living in Christchurch walks daily through city streets. Mr Roman Raia regularly exercises up to nine dogs, which has prompted inquiries by the Christchurch City Council. The council has received several complaints, and some people have confronted Mr Raia personally. A man, aged in his mid-40s, allegedly pulled a knife on him while he was walking the dogs in the. Mount Vernon reserve on the Port Hills at the week-end.
The council’s director of environmental health, Mr David Batten, said he believed the dogs were controlled, but they were intimidating. . “There have been no problems apart from some of the public feeling intimidated by the number of dogs walking along the pavement,” he said. t Mr Batten said Mr Raia did not have a licence for the dogs. Council staff were investigating whether he had broken by-laws. It is illegal to keep more than two dogs without special permission. It has not been determined if all the dogs live at Mr Raia’s St Albans home.
