Sir, —I share Cr Clark’s concern about the establishment of community boards for the new City Council. It is going to be difficult enough to motivate people to stand for these boards. If they do not know what their function will be, they may be very wary of committing themselves. There seems to be a tendency to elect people to these new bodies (such as the school boards *of trustees) without first defining their duties and responsibilities. It has been obvious for some time that attempts will be made to limit the powers of community boards. The community will be the loser if the potential of this mechanism for true community involvement in council affairs is negated. The Transition Committee' should move immediately to establish the functions of the community boards in accordance with the spirit of local government reorganisation before nominations are Called for these important positions. — Yours, etc., (Mrs) ANN LEWIS.
