Chief Executive Canterbury Regional Council Challenge of Establishing the New Organisation The new Regional Council will be formed from the existing United Councils, Catchment Boards, Harbour Boards and Special Purpose Authorities to provide regional government functions to an area of 40,400 square kilometres that incorporates part of the Waitaki District in the South to parts of Kaikoura District in the North and the Southern Alps in the West, including the two metropolitan areas of Christchurch and Timaru. It will serve a population of 433,000. The Chief Executive will be responsible to Council for the general conduct and efficient, effective and economical management of all functions and activities. The management style will be one which stresses efficiency, accountability, professionalism and performance orientation. The CEO will be supported by a team of functional managers, each with significant delegated authority. The position calls for a senior executive with leadership and professional management expertise, together with a superior record of administration of wide ranging activities. An essential requirement is the ability to act as an advocate in advancing the development and interest of the region. The appointee will be responsible, initially to the Transitional Committee, to assist in setting up the new organisation including the appointment of senior managers and the integration of the existing organisations into the new council. The new council will be elected in October 1989. Experience will have been gained in either the private or public sectors. The remuneration package, which is attractive, will be fully negotiated.
