LOCAL GOVERNMENT FINANCE AND FUNDING DISCUSSION DOCUMENT First Notice The reform of local government in New Zealand is now well advanced. A key issue in the review of the present system, is the future funding of regional and territorial authorities. At the Government’s request, the Officials Co-ordinating Committee on Local Government has made a comprehensive study of the current funding arrangements and of the future options for local taxation, grants from central government and local government borrowing. The Committee’s conclusions have been released in a Discussion Document, which has been sent to all local authorities. The document does not reflect government policy, but is intended to promote discussion before final decisions are made on future funding arrangements. Submissions are invited from any person or organisation interested in contributing to the funding policy for the new local and regional government. The closing date for submissions is Friday 24 February 1989. Results of the review will be announced late next year. Legislation will be based on the Discussion Document and submissions made on it. Copies of the document may be obtained from: The Secretary, Officials Co-ordinating Committee on Local Government, C/- Department of Internal Affairs P.O. Box 805, Wellington. Hon Michael Bassett Minister of Local Government 252/35468
