Public Notices HURUNUICOUNTY COUNCIL HURUNUI COUNTY COUNCIL PROPOSED DISTRICT SCHEME REVIEW NO. 1 VARIATION NO. 6 (THE TOWN AND COUNTRY PLANNING ACT 1977) ALTERATIONS TO FORESTRY POLICIES AND ORDINANCES AND INTRODUCTION OF NEW CONTROLS WITH RESPECT TO PREDOMINANT USES IN THE RURAL ZONES EXPLANATION: THE Hurunui County Council has prepared Variation No. 6 to the District Scheme Review. The purposes of the variation is to make provision for alterations to the forestry policies and ordinances in the review. This variation further introduces new controls in the Rural zones with respect to predominant uses in areas identified in the district scheme for their landscape or conservation value. FORESTRY PROVISIONS: The Council considers it desirable for consistency purposes in terms of the schemes policy statement that forestry should be provided for as a predominant use in each of the respective rural zonings. The Council considers forestry should only be subject to special controls where such development is likely to infringe on areas identified in the scheme as having important landscape or conservation values. The proposed variation therefore provides for forestry as a predominant use in all zones irrespective of area providing areas of conservation and landscape value are not infringed upon. In cases of forestry development in the 2 to 20 hectare range the developer will be required to notify the Council in writing of the proposal. Where any forestry development exceeds 20 hectares the developers will be required to submit to the Council a forestry development notice. RURAL ZONES—SPECIAL REQUIREMENTS: The Council has identified areas throughout the Scheme Review which are considered significant for their landscape and conservation values. The Council proposes to introduce new controls and clarify existing provisions within the Review’s three rural zones to provide for procedures to assess uses which could have an impact on the above areas. The proposed variation excludes the following uses from being predominant uses in the Rural C zone.— (1) The felling or clearance of native forest or shrubland. (ii) The drainage of swamps or wetland. (ili) The making of roads or tracks on slopes with greater than thirty degrees except in the Weka Pass and the Hurunui River Catchment where the standard shall be twenty degrees. Such uses will become conditional uses of the Rural C zone subject to the Council’s consent by means of a notified planning application. Copies of the variation will be available for inspection at the following places from December 17, 1988. The Hurunui County Council Offices, Main North Road, Amberley, and Princes Street, Walkarl. Copies of the variation are available for inspection without fee to all interested persons at any time when the above places are open to the public. Any body or person affected by the proposed variation, or representing some relevant aspect of the public interest may make submissions on, or object to, the variation or any part of it. Submissions and objections should be in writing on the prescribed form (Form C) or to the like effect and must be lodged at the Hurunui County Council not later than 4 p.m., Thursday, February 16, 1989.
