No quick removal of appeal right

The Government did not intend to rush the process of removing the right of New Zealanders to appeal to the Privy Council, said the Minister of Justice, Mr Palmer, yesterday. He was commenting on calls by a senior lecturer in law at the University of Auckland, Mr Charles Cato, for greater public and legal debate over the Government’s proposal to dismantle the appeal structure. Mr Palmer first announced the move during the New Zealand Law Conference in Christchurch in October, 1987. He told delegates that the Government would begin the process to remove the right of appeal during the next three years. Mr Palmer predicted yesterday that legislation was unlikely to be introduced before late 1989 or 1990.
