Sir, —I did not “rate M. Johnston’s reasoning as feeble and trivial.” I said the examples he gave were. My claim that some American politicians and military started the Cold War in 1945 is based on wide reading, published diaries, and conversations with men who, like M. Johnston, served then. Incidentally, the Arctic convoys to wartime Russia were much more a psychological boost to them than material help. They totalled only 5 per cent of the comparable equipment the Soviets were able to produce for themselves. The reasons for building the Berlin Wall were complicated and involved.
