Differential rating proposed for Kaiapoi Borough

Differential rating will be applied in Kaiapoi Borough from April 1, 1987, instead of land value rating, if a council proposal is adopted. For differential rating, all properties will be classified into one of four groups; commercial and industrial properties, residential single units, future residential development, and all land exempt from rates.

Rates for commercial and industrial properties would be set so that 20 per cent of the total Kaiapoi rates would be collected from those properties.

The council has proposed the system of differential rating because the revaluation of the borough, effective from July 1, 1986, shows the percentage of industrial and commercial rateable land in the borough had fallen from 26 per cent to less than 10 per cent of the total land value. The rates contribution payable on commercial and industrial properties would have fallen by a similar percentage if the land value ■ rating system were to remain.

Residential properties have increased in value, commercial and industrial values have not changed,

creating a decrease in the percentage of land value in these areas.

Residential properties would continue to pay the base rate in the dollar as set by the council by general rates. Residential properties taken into Kaiapoi Borough from Eyre County Council in 1981 will be rated at 40 per cent of the general rate. Rates in this area have previously been adjusted to maintain parity with former county rates. Council acknowledges that services such as street lighting and sealed roads are not all available in the area. All land classified as future residential development will be rated at 40 per cent of the general rate.

People who wish to know which category their property will be in for rating purposes, can inquire at the council office.

Dogs Newfoundland dog owners have been given permission to use the gravel pit on the Main North Road for training their dogs. Owners say the gravel pit has a deep enough pool to train the dogs in natural life-saving and retrieving.
