Sir, — The 1986 report of the Director-General of Forests describes the lack of control of fencing in goat farming as “disturbing,” and notes that escapes are “common” into areas where control is already required and are also occurring into areas previously goat-free. Both deer and goat capture operations have been drastically affected by the new farm tax system and, the report warns, “unless some commercial interest is retained the potential for serious damage to vegetation will increase rapidly.” Colonisation of new country by opossums is continuing, particularly in Northland and South Westland, and some goat control in the North Island is being forgone for opossum control in the Copland Valley. Clearly, the Department of Conservation will require adequate funding when it assumes responsibility for wild animal control. The Treasury expectation that the department recovered 20 per cent of its gross expenditure by 1990 poses a serious threat to its effectiveness. — Yours, etc.,
