RANGIORA BOROUGH COUNCIL ANNUAL ESTIMATES AND NOTICE OF INTENTION TO MAKE AND LEVY RATES FOR THE YEAR ENDING MARCH 31, 1987 IN ACCORDANCE WITH the Provisions of Section 121 of the Local Government Act 1974, the following is a summary of the Estimates for the year April 1,1986 to March 31, 1987, which have been considered and adopted by the Rangiora Borough Council at its meeting held on Thursday, June 12, 1986. (1) Pursuant to Section 175 of the Local Government Act 1974, a Consolidated Rate of Two Decimal Four Nought Three Five Four cents (2.40354) in the dollar on land value comprising — GENERAL RATE of One Decimal Seven Six Four Nine Four cents (1.76494) in the dollar made pursuant to Section 136 of the Local Government Act 1974. (2) A SPECIAL RATE of Decimal Nought Nought Four Three cents (.0043) in the dollar for Loan Charges as follows under provisions of Section 47 of the Local Authorities Loans Act 1956. 1966 Blackett Street S.W.D. Loan — $1412.06 equals .0043 cents in the dollar. (3) A RECREATION RATE pursuant to Section 143 of the Local Government Act 1974 of Decimal Three Eight Six One cents (.3861) in the dollar on Land Value for the purposes of the administration and maintenance of the Rangiora Public Library. (4) NORTH CANTERBURY CATCHMENT BOARD RATES - such rates as the Rangiora Borough is directed to collect on the Board’s behalf. (5) (a) WATER CHARGE (a) Pursuant to Section 158 of the Local Government Act 1974 a Uniform Annual Charge in respect to the Ordinary Supply of Water for the period commencing April, 1,1986, and ending March 31,1987, amounting to the sum of Seventy Five Dollars ($75) on every separate rateable property to which water is supplied. (b) In accordance with the provisions of Section 158 of the Local Government Act 1974 on all separately ratable property to which Water can be supplied, but is not supplied (being a property within 100 metres from any part of the waterworks) a charge not exceeding half the waer charge that would be payable in respect of the property if the water had been supplied to it. (c) In accordance with the provisions of Section 158 of the Local Government Act 1974 extraordinary water supply charges for the period April 1 1986 to Mach 31 1987 computed on a multiple basis of the Uniform Fee (ranging from x 1 to x 24 ) to those businesses, industries schools, etc., involved. The above charges being for the purposes of meeting the Borough’s share of the cost of maintaining and extending the Rangiora District Water Supply System and to meet loan charges in respect of loans raised in connection with such system. (6) SEWERAGE CHARGE Pursuant to Section 102 of the Local Government Act 1974 a Uniform Annual Charge amounting to Thirty Eight Dollars and Fifty cents ($38.50) for each water closet or urinal connected either directly or through a private drain to a public sewerage drain, provided that every separately rateable property used exclusively or principally as the residence of not more than one household shall be deemed to have not more than one water closet or urinal and for any rateable property situated within 30 metres of a public sewerage drain to which it is capable of being effectively connected either directly or through a private drain but the property is not connected either directly or through a private drain to any public sewerage drain, an annual charge on or in respect of that property not exceeding half of the annual charge fixed. The above charges being for the purpose of meeting the Borough’s share of cost of maintaining and extending the Rangiora District Sewerage System and to meet Loan Charges, in respect of Loans raised in connection with such system. (7) REFUSE CHARGE Pursuant to the provisions of Section 163 of the Local Government Act 1974 a Uniform Annual Charge of Twenty Eight dollars ($2B) upon all property situated within the Borough as having a building erected theron and in cases where buildings are let, shall be payable in respect of all separately occupied portions of the building. The above charge being for the purpose of meeting the cost of operating a weekly Refuse Collection System and the associated Tip Charges and other costs Involved. (8) CENTRAL COMMERCIAL AREA WORKS AND SERVICES RATE Pursuant to section 142 of the Local Government Act 1974 a Works and Services Rate to be known as the Central Commercial Area Works and Services Rate of One Decimal Three Nine Six Four cents (1.3964) in the dollar on the Land Value of all those Commercial properties situated within the Commercial S: Commercial 0: Commercial 01: Commercial R: and Commercial R 1 zones as stated in the Rangiora Borough Council’s District Planning Scheme Planning Report No. 2 April, 1977, incorporating Changes 2— 6 to the Scheme. The above rate being for the purpose of improving, upgrading and the installation of Stormwater, Roadlng, Footpath Restoration and Improvement, Car Park Development and the Property Purchases necessary for same, within the Town Centre of the Rangiora Borough. (9) A UNIFORM ANNUAL CHARGE — Pursuant to Section 157 A of the Local Government Act 1974 of $lOO.OO on each separately rateable property within the Borough of Rangiora. (10) RATES BY INSTALMENT AND ADDITIONAL CHARGE FOR UNPAID RATES. The above rates and charges are for the period commencing April 1, 1986, and ending March 31, 1987, and shall be due and payable at the office of the Rangiora Borough Council situated in the Administration Building High Street Rangiora in three instalments on the following dates; Additional Charges pursuant to Section 71 of the Rating Act 1967 — an additional Ten Per Cent (10%) will be added in accordance with the dates listed below:— INSTALMENT No 1 Date Due and Payable: April 1, 1986. Date of 10 per cent additional charge May 21, 1986. INSTALMENT No 2 Date Due and Payable: August 2,1986. Date of 10 per cent additional charge September 17, 1986. INSTALMENT No 3 Date Due and Payable: January 3,1986. Date at 10 per cent additional charge February 18, 1987.
