PA Wellington The Minister of Civil Defence, Mr Tapsell, has criticised South Island local bodies for failing to prepare civil defence plans. In an address to the South Island Civil Defence officers’ conference in Nelson yesterday, Mr Tapsell said the requirements of the Civil Defence Act, 1983, were

quite clear. The act 'required every territorial authority to prepare a local civil defence plan to deal with ail matters of civil defence within its district. "Unfortunately it must be said that local authorities in the South Island are the tardiest in this respect,” Mr Tapsell said. Of eight regional authorities in the southern zone, four had approved plans, he said. “Three are almost ready and one is being prepared,” Mr Tapsell said. The South Island should have a total of 42 local plans, he said. “So far, only 23 have been approved, five are almost ready, five are being prepared, and there are still nine to action,” Mr Tapsell said.
