Sir,—l disagree most emphatically with your second leading article today. To waive the 10 per cent penalty for those ratepayers who have withheld the payment of their rates in the recent “rates revolt” would be unjust to those who paid up on time. Your writer seems to think that exceptions should be made when a group of people are able to join together and make a great deal of noise. I do not

agree with many decisions made by the Christchurch City Council, but would never consider withholding my rates payment. If we all did that the city would grind to a standstill.
