Industrial Unions that the industries involved were not related. The Green Paper on industrial relations promised by the Minister of Labour, Mr Rodger, months ago seemed hardly worth while if unilateral decisions of this sort were to be made whenever unions pressed for

them, Mr Rowe said. “The timing of the takeover is interesting — just after the unions are given back compulsory powers over membership with no limit whatsoever on how much they can charge or for what purposes they use the money,” he said.
