Sir, — The Minister of Justice, Mr Palmer, said at a probation officers’ conference, that statistics showed that imprisonment did not cut the crime rate and it was difficult to convince the public of this. That may be so, but I hope Mr Palmer is aware of the fact that while in prison criminals are, albeit sometimes all too briefly, out of circulation, and while so are unable to commit rape, robbery, stabbings, muggings and other offences. — Yours, etc., S.
