Arms talks The White House said yesterday that it would send a team of negotiators to Vienna next month for United States-Soviet talks on space weapons in spite of Moscow’s assertion that the United States had made such talks impossible. “The United States will be represented in Vienna,” on September 18, a spokesman said. — Washington. Safety winch More than 50 people had to be winched to safety by helicopter after their pleasure boat hit rocks off the Isle of Wight in heavy fog, officials said. — London. Timber destroyed Strong, gusty wind fanned six fires that burned 14,164 ha of Montana timber and rangeland and prevented firefighters from using airplanes or helicopters. — Helena, Montana.
