Developer, council agree on work
The recreational reserve in Westmorland’s East Valley will be restored and developed by the Westmorland land developer and the Paparua County Council. The county engineer, Mr J. D. Annan, told the Paparua County Council’s reserves committee last evening that county staff and the developer had met recently to discuss the proposed work on the reserve. The reserve, on Worsleys Road, is next to the Westmorland residential development. Under the special development control provisions of the county’s reviewed District Scheme the developer must vest the major recreation reserve at the completion of stage 3 of the residential development.
By the vestment stage the reserve should be developed so that it is suitable for recreational use. The council staff and developer agreed that the latter would be responsible for restoring the “haul road” to a state
similar to that existing before earthworks began on the hillside site. The “haul road” will also be stabilised so that the council can construct a walkway alongside it. The council will be responsible for controlling stormwater and stabilising the proposed footpath.
The committee will recommend that the council meet its share of the costs, about $5OO, at the appropriate time. Mr Annan said that the developer did not intend doing restoration work until next summer or 1985-86. Fragmentation Councillors are concerned about the possible fragmentation of buildings on the West Melton Domain.
The county’s recreation adviser, Mr Peter Walls, said that the West Melton
Bowling Club was planning to build a pavilion about 20 metres from the proposed rugby club pavilion. the various clubs which used the domain had met in the past to discuss building a share pavilion, with little effect. The rugby club had gone ahead with its pavilion plans, said Mr Wells, and building was well advanced. The main problem facing the council is that the domain is under the jurisdiction of the Lands and Survey Department, although control will soon be handed to the council. The reserves committee will write to the Lands and Survey Department, expressing its concern about the possible fragmentation of buildings on the reserve, and ask the department to hold over any decision until the domain is under the authority of the council.
