Sir,—W. Rosenberg criticises my comments on the International Monetary Fund’s reconstruction of the Mexican economy. When the I.M.F. was invited in, Mexico was on the point of defaulting on its international obligations and could not even afford basic imports to keep local industry operating. If South American governments need the 1.M.F., portrayed as the big bad wolf, to blame for a return to sound economic policies, then so be it. The best interests of their people are still being served. Mexico was fortunate not to have the political upheaval and revolution that normally goes with such incompetence. When economic remedies are left to such a late stage, recovery is long and painful. W. Rosenberg promotes soft options. As Mitterrand discovered, in the real world they do not work. — Yours, etc., J.
