Building rules group feared
PA Nelson A warning was issued about a possible “building industry commission” at the Municipal Association’s conference in Nelson. The Mayor of Palmerston North, Mr Brian Elwood, said legislation to introduce the commission was planned for August. A great deal of local body responsibilities in the building and planning fields could be transferred to the “8.1. C. group, Mr Elwood said. “The risk is another centralist bureaucracy which could be nicknamed ‘bleeding interfering centralism’.” The Mayor of Nelson, Mr Peter Malone, said that he was not sure on what basis the commission would be built. Referring to the increase in laws, by-laws, and regulations, Mr Malone asked what would be wrong with a commission if it solved the problems associated with them. The Municipal Association’s president, Mr Fred Thomas, said it would be fine if it was contained within the bounds of an original proposal. It seemed, however, to have advanced
towards a large bureaucracy that would dictate to councils — “the very opposite to what you, Mr Malone, have been plugging for at this conference.”
