Moves to bar novice lawyers
NZPA Chicago Thousands of lawyers will be barred from trial practice in the Federal Court in Chicago under experimental rules intended to keep legal novices away from the bar. The rules, announced last July by Chief Judge Frank McGarr, create a trial bar in the United States District Court. To be admitted, a lawyer must have been lead counsel or assistant lead counsel in at least two trials in any court. The Court also established a committee to investigate complaints from clients and others about the competency of courtroom lawyers.
